AN ORDINANCE TO AMEND CHAPTER 497, “STREETS AD SIDEWALKS,” WITHIN THE TOWNSHIP CODE OF THE TOWNSHIP OF BLOOMFIELD

BE IT ORDAINED, by the Mayor and Council of the Township of Bloomfield, County of Essex, State of New Jersey, as follows:

Section 1.  Chapter 497 - Streets and Streets and Sidewalks be amended to include an Article entitled “Traffic signal Design Standards”.

A.              All newly installed traffic signals and upgrades to existing traffic signals within the corporate boundaries of the Township of Bloomfield shall be finished with a gloss, black powder coating. All signal heads shall match the black powder coat finish.

B.              All newly installed traffic signals and upgrades to existing traffic signals within the corporate boundaries of the Township of Bloomfield shall incorporate Light-Emitting Diode (LED) technology or other such equivalent technologies as reviewed and approved by the Township Engineer. Traffic signals shall include a battery back-up to allow the signals to operate during power outages.

C.              All newly installed traffic signals and upgrades to existing traffic signals within the corporate boundaries of the Township of Bloomfield shall be designed in strict conformance to New Jersey Department of Transportation (NJDOT) Design Standards; the Manual of Uniform Traffic Control Devices (MUTCD); N.J.S.A. Title 39 and any other such laws or legislation in effect at the time on installation.

Section 2.  All ordinances inconsistent herewith are hereby amended.

Section 3.  This ordinance shall take effect upon final passage and publication in accordance with the law.
